What OmegaHaxors is trying to say is, under assets -> your mods name -> create a folder titled "compatibility" -> then in that folder create a folder for roadworks -> in tht folder put this mod
Figured that out lastnite after they commented on my mod as well so hope that helps ^_^
Also I would highly suggest looking at how Tels organizes his bricklayers folder, that mod is so helpful when it comes to these things.
You can add this to the main mod by putting the relevant files in the compatilbity folder. Those relevant files will only load if the other mod is loaded as well.
Look into how I added the Lumber Sling to pouch for an example of how to add features only if a certain mod is installed.
