In the vanilla game, all arrows have an attack tier of 0, making them mostly useless against armor.
I have implemented attack tier to arrows. The tier of an arrow is a bit higher than the armor made from the same metal.
On the technical side, I have added a harmony patch to read the tier from the arrow item and add it to the damage source.

It seems that none of the drifters or new mobs have an armor tier. So this is more of a PvP thing. If some mod would add armor tiers to mobs, then this mod would help against them.

So does this help against higher tier drifters, or is it more of a PvP thing?
