Overview
Only allows spawns of drifters (and similar mobs) above natural blocks, even during storms; blocks are considered natural if their name satisfies any of the filters below:

Might adversely affect dungeon spawns, but keeps helps keep drifters out of your builds even if they are unlit.

Yes, realized spawn control was different during storms after our multiplayer server had experienced one earlier today. Will try looking at SystemTemporalStability.trySpawnDrifters() to see if it can be controlled as well.
Mega_ Temporal storm have its own spawning mechanics and when there is no space to spawn, drifters get spawned inside air blocks
How does this mod interact with temporal storms?
