Adds a /pubgroup command - /pubgroup <action> <argument>
This lets you choose to open your group up to the public so anyone can join without needing to be invited.

does this work with privileges, so that only admins would be able to create a public group? edit: ok, it seems not. Could you add permissions? would be helpful to create different language chats for example Xel
