1 Lit Torch + 1 Unlit Torch = 2 Lit Torches
(unfortunately cant use Lit Torch as a tool so it disappears from crafting grid, but you dont lose any lit torches in process)
(you can bulk craft, e.g. 10 Lit Torch + 10 Unlit Torch = 20 Lit Torches if you shift click)

I posted a lit torch recipe that doesn't consume the lit torch. The trick was just to set the quantity to 0.
Will this work in 1.19? If not, will it be updated?
You can now use noConsumeOnCrafting attribute in 1.18, look at survival\itemtypes\utility\schematic.json file
Works fine in 1.18 pre releases.
