The quiver is currently in the game but is not craftable. It has a model that even appears on your player character when equipped!
This is a very small mod which adds a simple recipe for the quiver and re-enables it to show up in the handbook. The mod is made to be as simple and small as possible for maximum compatibility with other mods.

I totally understand. My one and only mod attempt didn't even go this far. Not your fault, the devs thought it is a good idea to take up one of our sad few bag slots for it. But I hope it is one day possible to add it as a belt.
it seems to me all the slots to the right of the character screen are a bit wasted. Belts don't do anything. Nor do amulets or pins there are a couple mods that help like angle belt and the magnet neckless from Flexible Tools, but for the most part there is nothing to them.
Mendall, it takes up a backpack slot. I gave it a very cheap crafting cost because you are correct, it is not very good. The quiver is a stock item in the game that is just currently only able to be obtained in creative mode. This mod only makes it accessible in survival too and doesn't edit any of the existing code for quivers so I didn't make them better or anything.
I was thinking about a future mod where I make them better too. Such as a bonus to draw speed and making them not take up a bag slot but that would be different from this mod, which I made to learn modding and because I wanted to craft myself a quiver ^-^
Where do you put the quiver on your person. Does it take up a clothing slot, a slot in your inventory, or replace one of your backpacks?
Considering where it appears on the player model I'm thinking it takes the belt slot, but if it replaces a backpack like skeps do then it is not going to be of much use. Inventory being so scarce to start with.
Unless you also use a mod to give bigger backpacks. Oddly enough, even then it would be a hard sell. If I have a mod making backpack 25 slots I'm still loosing 25 all-purpose slots to gain 10 arrow only slots. Despite having 75 slots left, it will still seem a bad deal.
NateDoesLife the Quiver is a bag with 10 inventory slots which are exclusively for arrow carrying!
Does the Quiver store arrows or have any use or is it just for show?
