This is an add-on for Restored Hair Colors. This mod depends on that mod, it doesn't implement any of the changes and only includes updated textures.
Anyone can feel free to extract and use these textures for other things, all it is is replicating the new curly pattern in the old colors, it's not original art (and the mod author for Restored Hair Colors can obv feel free to just take these and put them in that mod if they feel like it).
The mod info is set as:

Allowing servers to add it to their modlists so that everyone is on the same visual page. HOWEVER this is still a client-side mod!

That mod seems to work fine in 1.21. I haven't had any issues yet, anyway.
Does this confirm the depedancy works on 1.21?
