Latest release (for Vintage Story 1.21.0 - 1.22.0, potentially outdated):
movableontopselect_1.0.2.zip 1-click install
Uses a small harmony patch to change the list that is displayed in the gui. Any other option will not be shown, if a mod adds it. You sitll need to manually select it to start moving it.
If somebody more knowledgeable is willing to change the logic to always movable without breaking the window's position after first open/close/open routine, you're free to modify the mod and upload as your own.
