I discovered that the mod only applies to mist and fog related to precipitation. I don't know how to configure global levels.
This is a very basic way of configuring precipitation related mist and fog.
By default only mist density is reduced from 11 avg to 0.7 avg.
Configuration:
assets\game\config\weather.json
Line 19: mist density default: 0.7 avg 2 var
Line 18: fog density default: 5 avg 30 var (vanilla)
Edited on version 1.20.12
